Windsheild wiper will not stop 200 1989

The other day my wipers started and would not shut off no matter which position I had the stalk. I turned the car off/on and that fixed the problem for the day, and then this morning they did it again - non stop. I turned the car off/on, and played with the different positions on the stalk but they would not stop.

I did notice that the high-beam indicator light on the cluster was on a little bit, so I tried the turning the high-beams off/on, but that did not make a difference either. The light remained very dimly lit - weird.

Has anyone else run into this before?
