rusty frame a critical point? 120-130

I just checked the rest of the rail up to where the battery box was. The rest of the metal appears solid. So far, the rust that I took pictures of is the only area of concern. I've already found a nice piece of steel to be used to brace that critical spot. Next, I need to measure the railing angle (the vertex between the horizonal and diagonal railing) so that I can cut the steel to match the angle.

Should be fun as I've never done frame repair before.
