a 91 240 with a crumbling harness in the door?

I just made another unsuccessful run at finding an engine at PnP, and while I was there I came across a 91 240.
My 84 240's power locks are shorting out at the key receiver due to crumbling wiring. I mostly pulled out the same mechanism on the 91 volvo, only to find its wiring was crumbling too! What gives? Did they just change the insulation on the engine wiring harnesses? It looked like a factory part.
