This should be an easy one! 200 1991

My uncle has a LOUD whining or beter yet "whistling" noise coming from the top of his 91 245 b230 engine. I wiggled the rearmost fuel injector and the pitch changed. more wiggling.... stops and starts noise, but can't make it go away. So I am thinking fuel injector seals? AM I right? should I replace them all or just the offending cylinder? I have not done this repair ever- so how long does it take and what special tools if any will I need? Thanks in advance for the advice. I will post back for others to reference!
