Your lack of compression on #1 may be caused by the cam being badly worn. With it that bad you should be able to see by eye how much lift your getting if you watch the rockers. Will mean a complete new cam kit, and I guess this is a B18, so the B20 sounds like a good idea. Good luck with it.
