I'm also thinking carb issue. Here's a few more ideas.

Are the jets returning fully?
Are the jets pretty much the same distance below the carb. body when the choke is fully returned?
Enough oil in the dashpots?
Needles evenly matched for type and length?
Jets the same?
Both carbs acting simultaneously?
