Sudden onset of whining in front right wheel? 200 1988

I'm just going to have me to freeze my lug nuts off ...

Is the bearing nut too tight?
It was loose and I only tightened it one notch ... the least amount possible .. and then loosened it and then hand tightened it. Am I missing something?

I spun the wheel and it rotates one turn ... not exactly freely.

I checked the break pads (1/4") and they are still good.
I pressed the pads away from the rotor to check if the caliper was frozen and both sides move.

I note that the lug nuts are stiff coming off. I use anti-seize so I am assuming it like the grease is stiff.

I hooked up my heat gun to heat up the bearing cap to try spinning again ... but the outside GFI keeps tripping. I brought the heat gun in and warmed it up, checked it operation ... and the outside GFI still trips.

Its 25 degrees here. I would not think that it is so cold as to interfere with the heat gun operation (?).
I'm warming up the extension cord now ... but I thought that cold wire was less resistant than hot wire.
