Trouble with 240 starting - happens when weather changes? - wiring problem? 200 1987

I've given my 240DL wagon away to charity, but it has failed and they are calling me. It has a winter gremlin - always has.

At one point the dash was removed to replace the blower motor (which has failed again - only runs on high now)...

Anyway, my mechanic is thinking it might be a wiring issue - at this point he is telling me thaty when he releases the key the spark becomes hotter, but the cold spark on initial crank isn't enough to start the car (it's not starting either way, but cranks up when key is being released???) this is making him think that it's a wiring problem and he's thinking of pulling the steering column.

does this sound familiar at all?
