Shiftlock/startproblems when its really cold out. 200 1991

Hey!
Thanks for all the input and pics/diagrams!

Like someone, I think Art, mentioned there seem to be two different issues. I'm still a novice on cars and didn't get a good first accecment. The shift lock problem ended up being sensor and sticky goo that froze hard around the lever/button/shift lock mecanism. Also the starter is acting up, the solenoid clicks but It doesn't start unless I give it a few friendly blows with a hammer.
Anyone opened up a starter to try fix it or is it a symptom of low voltage like Ken C says?
