Speedometer Calibration? 120-130

I probably should have used an older cruise. With the Cruise out of a 97 GM, it uses a 5 volt square pulse which I should be able to generate without too much trouble.

My second reason for asking this is that My speedometer reads high. My guess is that the clock spring has lost it's tension. I've got a spare set of instruments and a dremel tool that lets me set rpms.
