fan motor on a 90 740 turbo 700

My blower motor recently went out. I checked the fuse and noticed it was fried. Changed it but it fried again when I turned the fan on, it drew down the revs as it fried.
Wondering how to tell if the motor is gone or the relay could be at fault.
Unrelated to this, my 740 runs excellent, just had a clean bill of health on the anti pollution test, but notice that the car rolls without the e-brake on incline. Is this a clear sign that the compression is low, ie valve leakage?
