tail light troubles 1800

so i had tail lights that worked fine and now i don't. i have brake lights/turn signals working fine as well as a working reverse light.

I was fooling around with the wiring for the horn trying to get it to work (unsuccessfully) and thought maybe i screwed something up then. I unplugged all wires at the horn and still no tail lights though.

When i look at the fuses there is one that keeps blowing. It is the fuse that is on the bottom in the fuse box closest to the dashboard. i replace this fuse and it immediately blows (quite violently). i don't know if this could be related to no tail lights.

any ideas/solutions??
