tail light troubles 1800

First of all, I am no expert with P1800s, but I have done a lot of electrical on a Volvo Amazon.

Do your front turn signals work? If they do, then the fuse is not the problem. Do you have a wiring diagram? If not, what is the year of your P1800?

Sometimes the connections to the fusebox become corroded and they do not allow the lights to work. One day, my rear turn signals worked, and the next day they didn't work. In order to solve the problem, I disconnected the wires from the fusebox, cut them off, re-stripped them, and finally reconnected them and they worked. The wires become oxidized and do not allow current to flow.

How long have you had the car? Have the horns ever worked before? I also have experience with repairing the horns. Do you know, are they Bosch type horns?
