Speedometer stuck at 48mph 700

My speedometer has been intermittent for the last year. Some days it feels like working. Some days not.

The wiring to the differential sensor was in terrible shape, and if "fixed" it with bullet connectors a while back, but it didn't help.

Last night I replaced the wiring back there with new wiring, soldered in to the original connectors. As a troubleshooting step, I ran the wire all the way up behind the cluster. And it still didn't work. (Had the rear end up on jackstands to test.) Wiggling/fiddling with wheels rolling, I did get it to work for a minute. Wiggled more, and the speedo went to 48mph and locked right there. Now, if the ignition is on, I'm always going 48. Even with the speedo wire completely disconnected.

So A. The problem must be inside my speedometer itself?
B. Can I repair it? I hate to replace it with a used one, seems just a matter of time...
