How to keep Volvo tool from slipping out of Harmonic Balancer?? 700 1992

With my ongoing saga of replacing the head on my daughter's 92 740, I have concluded that the no-start is due to timing issues. When the marks align on the cam, the marks on the crank are not aligned.
The problem is that the harmonic balancer has slots that allow the Volvo Hold-down tool to pop out. Even if I use another pair of slots ( and rotate the HB some), it stills slips out. I used a short piece of 2X4 between the HB and my breaker bar to keep the tool engaged and I was able to remove the HB. But now to torque in the bolt for the HB, I need to have the timing alignment spot on and immobile.
I have read of some filing that is needed to be done to the slots on the HB. Does anyone have an idea of where to file and what type of file to use (I assume a bastard file, of course). Any one have pictures?
