intermittent no-start puzzle 700 2000

lh2.4 (563 ecu)turbo 90 780 with a intermittent no-start that I can't seem to track down.

it did throw a code 1-4-4 a couple of times in the ezk diagnostic pin 6

sometimes the car will not start until you wait a few minutes then starts right up - other times it will not start for days then will start and run for several days.

The car does have a lack of power - acts like it is fuel starved when it does run - I know that the fuel lines have a constriction in them that I have attributed this to though - both the supply and the return lines were cut and then spliced back together with hard plastic elbow connectors a couple inches from the fuel tank when the in-tank pump was last replaced - haven't had a chance to replace the lines to get rid of those constrictions yet .

Currently it is not starting at all-

Ive tried swapping the fuel pump relay - it clicks when the key is turned and the pumps do run - I can feel that pressure builds in the rubber fuel line behind the fuel pressure regulator.

I have also tried swapping the radio suppression relay - can feeel it click when the key is turned.

confirmed spark with a timing light - timing light shows that spark is being delivered.

tried swapping the ignition amplifier - still no start

tried swapping the ecu - no effect

any other ideas??
