steering problem after turns, have new strut mounts 200 1986

hello,
i installed new volvo brand strut mounts with used bilstein hd struts several weeks ago, and i had the car aligned.

the problem:
when i take a left turn, the steering wheel tilts to the left to drive straight.

when i take a right turn, the steering wheel tilts to the right to drive straight.

i installed both new skf strut mounts and new bilstein tc struts about 5-6 years ago, and both needed replacing by now. the bilstein tc struts were leaking.

but i had excellent steering before i did this job over the holidays.

i've tightened the strut nut to about 55-60 ftlbs, and my rack is a rebuilt rack with no leaks and the tie rods are good, and i don't see the strut mount moving in the tower...all 3 nuts on both sides tightened to correct torques.

any help is greatly appreciated.
