power surge 700 1986

I have a problem with a frequent periods of power surge on '86 740GLE non-turbo whenever I am driving with the headlights on (both dims & brights) and/or running the blower fan. If the blower fan is running when surge happens, the speed will double. If the headlights are on when the surge occurs, then the headlights and dashlights will double in brightness.

I plugged a voltmeter into the cigarette lighter and during the power surges it registers upwards of 18V.

The car may go a few or several days and not experience a power surge. Then it may experience power surges for a few to several days in a row. The cycle then repeats.

Any help on the matter will be greatly appreciated.
