Steering Issues 1987 240 Volvo 200 1987

Ok so I have this volvo that I let sit for a winter while I was away at school, only to return and have a steering issue. I replaced the rack and pinion assembly, since the one in it was definitly done. I also replaced the power steering pump. There are no leaks that I see, but after replacing both, I'm still having hard steering issues. It seems like there is no power steering fluid. I'm going to replace the tierod ends, but I don't see that being the main issue here. Any help or advice would be most appreciated. It's hard to steer the car to the left or the right.

I also have an issue with the interior dashlight and other lights such as gear lights, but the system check lights work. I have checked the bulbs in the dash and they work.
