B20F headgasket leak 140-160 1968

Just had a new head gasket installed in 68-142 and now showing the beginning of same leak (after less than 200 miles)-more when cold and under load and less as engine warms. Indy mechanic is competent but not volvo experienced. IPD Elring gasket used which Indy says normally does not need retorque (before I took delivery).
Am looking for suggestions before I return to him with the bad news.
Should I have installed new head bolts?
Chased the threads?
Increased the torque load?
Or can this be cured by re-torquing the head?
