lousy rear wiper design 900 1997

I've had this happen on three different cars now - the rear window wiper becomes less and less firm and the spring loses its tension. What is there to do about this? Now that I really need it on the highways with rain and snow and salt covering my rear window, the wipers on both of my active cars have lost their tension. Granted, the cars are 13-15 years old, but still

Also, as a side note, I busted the plastic covering whilst trying to change the blade. Argh. How does one remove the cover and keep it once piece?
