740 to 240 engine swap 700 1990

I think there is no way to answer this without knowing which wiring and sensors you replaced or re-used. The problem is not the motor but the electronics IMO.
90T was LH2.4, 89 I don't know if it was 2.2 or 2.4. Turbo and non ECU do not interchange. Temp sensors may not interchange. Injectors may/may not interchange as there is a resistor pack for some. Crank sensor must be working...
2 series does not use a radio suppression/fuel injection relay, 7 series does.
Many many other possibilities;; let us know.
Oh, and now you have a non turbo, right? or did you put the turbo on the nonT motor?
