Shimmy comes and goes? 200 1992

Working on a friend's car that sometimes has a shimmy 50-70 MPH. It seems related to snow rather than temp. I'm guessing that ice builds up on the inside of the rim and causes a wobble.

But he drove ~300 miles through varying snow conditions w/ no problem. Then today it shimmied. All I noticed in driving it was that the shimmy seemed to stop if I gently rode the brake pedal.

I'm baffled by the intermittent nature of it.

Car has 220K miles. All bushings are good or new. Steering rack is tight; u-joint good. Wheel bearings have correct play. Nothing lose int he steering. Inner * outer tie rod ends good.
