My works without the circuit. I was thinking it might be to keep the trigger point the same between running the Bosch module and the stock direct points to (-)coil to keep the option of switching back in case of the module failure.

When I setup my ignition with the 139 module, I didn't touch the distributor to see if the timing would be the same (or close), but the timing is off enough that the car wouldn't start.
