As Dave said, the little black wire goes to the oil pressure warning sender, which is screwed into the engine just behind the alternator. If there isn't a wire going to the sender, there should be.

It is POSSIBLE somebody ran a new wire from the sender to the warning light in the instrument panel. It is equally possible that somebody left the wire off and removed your oil pressure warning light (does it come on for a second or two when you first start the car?).
