So the lock is still in the car?

Try removing the lower metal bracket that holds the steering wheel up. (2 screws on either side. Slide it out. This may give you access to the cut-off bolts. Using vise grips grab the bolt heads and remove them (you can replace with regular bolts). I think from there you will be able to remove the Philips head screws to free the steering lock assembly. (My memory is fuzzy but I'm pretty sure it can be done.)

With the assembly off, you can cover the hole that the locking bolt enters.

As for activating the switch, it is screwed onto the back of the tumbler mech. Remove it and use a screwdriver to operate it.
