CSI code may be due to a wiring change 700 1990

"Cold start injector harness to ECU 32 is 7 Meg Ohms to ground."

What does your source say you should see there?

I'd say it's probably normal, since the Cold Start Injector ground side should be "open" until the ECU grounds it, and then only when the engine is COLD (below23°F). Anyway, that 3-2-1 code is probably due to TSB (Tech service Bulletin, Group 23, No. 135) from 1990, to correct over-rich cold running.

The TSB wiring change moved the CSI 12V source from the common side of the injectors to a terminal on the starter that is only active when cranking. A side-effect of this TSB was a permanent 3-2-1 code, but with no resulting CELight. So if you've got the code but no CEL, the TSB was applied and the code is now meaningless.
