yes, it is the usual complete kit with all clamps and rubber hangers.

one caveat: inspect and TEST FIT the clamps as soon as the kit arrives. They included the wrong (too small) clamps with mine, and I had to use spares I happened to have on hand in order to get things together right. I'm sure, had I called and asked Tasca for replacements, they'd have gotten them shipped straight away. Their customer service is quite good.
