Stripped threads mounting water pump 200 1991

I had a bit of bad luck installing my new water pump in my '91 240 the other day. There are five bolts or nuts that hold the water pump in place - one bolt stripped out the threads in the block, and one of the nuts that treads on a stud from the block never got tight.

I was able to replace the bolt with one that was longer and torqued the four good mounts to 20 lbs each. However, I still have the one stud that never got tight, and as I'm tightening it down, I'm wondering if I'm really just pulling it out of the block?

The pump isn't leaking water after about 100 miles of around town driving, but I don't have confidence in the repair and was considering removing the pump, tapping some new threads and reassembling.

Has anyone had this happen to them? I'm a bit of a novice - am I risking anything by trying to tap some new threads in the block, possibly bore a hole where the stud is currently?

In the picture below, the circled stud is the one I can't tighten to 20 lbs, the other four are presently OK.
