TPS and butterfly adjustment. 200 1991

Hi all!
My LH2.4 is surging at startup and then fluctuating to later setteling after 10 sec at anywhere from 900 to 1500rpm. No OBD codes showing in mode 1. TPS Seems to be alright in mode 2 socket 6 test. Mode 2 socket 2 show 332 when moved from idle but I could not figure out how to make it show 333 when moveed from full load. I took the throttle of to adjust the TPS. After reading the write up on:
http://www.brickboard.com/RWD/volvo/953480/740/760/780/stuff_run_intake.html I have a qustion. Should there be any space between throttle body and butterfly when it's fully closed? On mine it's a 0.5mm space on top and bottom when it's fully closed. Also I remember seeing a TPS gasket when browsing FCP Groton, should mine have one too? There was none there whenI took the TPS off.
