Front wipers stopped working -- how to test? 200 1988

A little advice if possible.

About a week ago, my front wipers on Gretta, my '88 240 wagon, started making an awful noise, then stopped working entirely. No movement or sound like the motor is trying in any position/speed. So the short and the long of it is I want to make sure what part to replace. The column selector is working fine to activate washer fluid and rear wiper, and the fuse looks fine (headlights are working too).

I took a multimeter to the connector and didn't seem to get anything across any of the wires, nor from any of the wires to ground (bolt head attaching wiper motor to car body) but am wondering if anyone knows exactly how to test this connector? Also, any simple way to test the relay (I am not even sure if I can FIND the relay; I looked and was unsure which it was).

The Haynes manual isn't helping me much here, as it's diagrams are a bit hard to follow in this area
