Short on power window circuit 200 1991

You don't say which fuse. Fuse #10 is for the power windows circuit. Fuse #12 is for the power windows relay circuit. The later circuit shares with other circuits for fuse #12 protection including a/c, and cruise control and others I can't readily recall. When you replace the fuse, you mention that power windows is restored except for the driver's door. You may have two issues. Have you had the driver's door issue long before the fuse blowing issue?
