Do not assume the fuel pumps.

Access system/fuel relay (white box) under padding on passenger side.

Hold in hand as you turn key to on. You should feel relay click.

Turning key to start and relay should click a second time.

No click first time: trace main fuse and grounds.

No click second time: trace ignition system since fuel portion of relay needs ignition signal from distributor through fuel control unit to close.

But first, just replace relay with a known good one.
