Uncontrolled high idle speed 3000 rpm 700

My car suddenly began idling at 3000 RPM. It had been warmed up then I shut it off went into store and then restarted when this problem started. After reviewing the situation I have found that the idle control motor seems to open all the way up even through it is not needed. Summary of findings:

Based idle is still set at 700,checked with idle control motor hose plugged
Throttle switch clicks and when by passed it makes no difference.
Grounding white/red wire by battery to deactivate idle control motor does nothing, it use to reduce the idle to 700
Put in different idle control motor same problem of high idle speed
Voltage at idle control motor is center pin 13.99 volts, between pin 1 gray/red wire and pin 2 center green wire is 11.74, between pin 3 yellow red wire and center pin 2 green wire is 13.8.

Throttle plate is closing all the way as it should

It seems that the idle control motor is always trying to open up.

Any thoughts on what may be causing the idle control motor to open when it should be closing or what is really controlling it?
