OBD code 3-1-1 200 1991

Recently got a '91 245 for my son-in-law and recently it's been having a weird idle. Everything has been checked and done to the car as a zero service. Checked the codes last night and found the 3-1-1 code Speed signal missing. I had removed and replaced the instrument cluster to replace some bulbs during the service. Do you think I could have screwed up some of the replacement of any of the wires back there to cause this problem? Speedo & odo work fine. Could it be the speed sensor in the diff?
