Wheres the splice for rear running lights, wires are white at fuse but red (L) and brown(R) at tail lights 200 1991

My drivers side rear running lights are not working. Using the process of elimination, I checked for voltage at the fuse box and have 11.50 volts on both sides of the fuse connector to ground. But, no volts at the elect. plug red wire at the tail light checking from plug to ground. 0 volts. The wire that is for the running lights at the RR is brown it has 11.50 , at the plug for tail light RR and it works.

All of the wires at the fuse box for the rear running lights are white. The wires are spliced to different color wires somewhere. Anyone know where the fuse box white wires are spliced to the Red (LR) and Brown(RR) tailights?

I fugure if I have voltage at the fuse box, and no voltage at the tailight plug, the problem must be where the two colors are connected? Thanks
