Intermittent raw fuel smell 900 1997

I've been looking at a very clean, fairly low mileage 1997 960 with an in line 6 cylinder. The car has been to the repair shop for a very strong fuel odor in the passenger compartment, but they have not been able to find or fix the problem. So far the fuel tank has been removed and inspected, the vent lines replaced, and the fuel lines checked for leaks. Other than the terrible gas mileage this car gets, around 18 to 20 mpg and a pin hole leak in the air conditioner condenser, this is the only issue with the vehicle.

Before I get involved with this ride, does anyone have an idea what may be causing the smell?
