front seat removal, rear bolt covered w/ plastic - do I break the pins 200 1988

I need to pull the front passenger seat.

The back outside bolt head has a plastic cover over it held on with what look like 2 one-way snap pins.

Do I necessarily have to break these to remove the plastic cover?

I run into these pop off "jobs" a lot on the interior. I have had little luck in finding replacements for this sort of thing.

Can these be replaced or do I write them off as "old car" wear?
