1800E Steering Box mess 1800

Bought a rebuilt box some years ago and have been feeding it 80w gear oil for the last couple of years because of leakage at the seals and plate where the shims are. Somebody had used Blue RTV on that shim cover plate and also on the the top lid instead of the Volvo gasket #656704. Question is: "Is this Blue RTV necessary ? " I feel it hindered more than helped. What do you say?
All that is required for gaskets by the book is: the top cover gasket 656704 .
