throttle stop, idle stop, throttle plate 200 1988

Can you please confirm if the Throttle Stop is the screw under the throttle lever and the Idle Stop is the notch in the top of the throttle lever?

Is it possible to determine if the throttle (throttle plate?) is completely closed without disassembling the air inlet? Or ... what constitutes a closed throttle when there is tension in the throttle cable?
