maybe causing my lack of power...why is my fuel pump making loud buzzing noise? 200 1982

My fuel pump is buzzing. The one under the car. Is that normal? Just got it the other day. Has had terrible power under load as in anoter post but could this be causing the power loss? Today driving it home I noticed the buzzing hesitating then motor studderd. Thoughts?
