Brake pads can drag on the rotor if the caliber pistons don't retract.
Brake backing plate may be bent and touching the rotor.
Plastic fender liner may be loose and touching the tire.

Wheel bearings make a low growling sound that changes with speed.

I would jack up the front and spin the wheels by hand. Then check for any interference such as above. Check the inside tire wall for any streaks or marks indicating contact with the body or suspension.

Warn or loose joints usually make a clunking sound when on rough roads, the steering may feel loose and the car would wander in the lane or even jerk side to side.
