layer of caked on carbon in throat of Cat? 200 1988

I am working to resurrect my original Cat, that was removed due to time limitations and rust welded flange to header, and notice a layer of baked on carbon on the inside wall of the intake end.

I am assuming this mean poor combustion of fuel ... from too rich a mix ... or failure in some part of the electronic fuel injection (EFI) regulation system (LH-Jetronic 2.2).

Any thoughts on what else may cause this? Or do I write it off as dirt in a dirty system?

Should I be looking for this caked carbon up through the exhaust manifold and clogging the O2 sensor ... and/or something else?
