Ground Point in Steering Column?-Troubleshooting Speedometer 200 1990

Hi

I was looking in the Bentley manual (pg. 390-4 Figure 6) and it seems to indicate that there is a ground point in the steering column associated with the speedometer for my model. Correct?

If it is I think I may have found the culprit of my intermittent speedometer mystery, since lately it seems that when the speedometer is not working, a slight bump on the bottom area of the steering column has an effect on it-sometimes it starts working and sometimes not.
