Leaky injector == bad injector? 900 1992

So I got 4 "tested" browntops on ebay, with new orings. Was super happy that I managed to swap them with my old greentops quickly, with no problems.... Until I started up the car and the one injector was leaking like a sieve. Since then I've taken the damn thing out about 5 times, tried reseating the injector, making sure everything was super-clean, swapped the leaky injector w/ a nonleaking one on the fuel rail (the leak moved with the injector), and as a last ditch effort, tried using an old o-ring from one of the injectors I pulled.

The thing is still leaking, and I'm about to run out and put the old injectors back in, since I have work in an hour and a half. Anyway, with all that, would the consensus be that the injector has an internal leak? I'm not sure if I can do anything else, tried everything I could think of...
