Rear wheel fender? Quarter panel is that the name? 700

My parked/stationary Volvo 740 just got hit in the rear drivers tail/stop light area.

Pushed in the bumper and the tail light area, crinkled the rear fender that is over the rear wheel - trunk does no close that well but still closes. Rear passenger door does not close so well but still closes.

Is this rear wheel arch called the rear fender? Or quarter panel.

I would like to fix it - should I? It is a family car. I am concerned about it being unsafe. Seemed like it was a bit of a bump to crinkle the panel - not bent right out, but it is not straight that is for sure.
