Installing a tow bar, is it o.k. to drill through spot welded nut? 200 1986

Here is a photo of a hole near the storage area of my 1986 240 Wagon.

Is it o.k. to drill through the spot welded nut which at the bottom of the hole? Doing so would make the installation of the tow bar much easier. The installation instructions which came with the tow bar say that the nut should be removed.

Before I do this, I'd like to know if I might regret doing so in the future.

Is there any use for the spot welded nut?
