Help with OBD system 200

89 240, 228K. CEL on a day after removing the cluster to replace a light on the top, swapping the wiper regulator, and treating the fuses.

Went to use the OBD reader with the key off, probe in hole #2. Pushed the button for 2 seconds, no light at all. With Key in #2 position, probe in #2 hole, pushed button and red light stays on, no flashing. CEL still on. Removed positive cable from the battery, CEL still on.

Car runs OK but clearly not tip top. Waiting for schedule and weather to clear for plugs, wires, intake cleaning, etc. It seems the OBD system no longer works.

Any thoughts on what could be wrong with the OBD system?
