242 in-tank fuel pump

I have a 1980 242. Humming from the fuel pump and stalling always happened below 1/4 tank, now it is all the time. I have activated the pump by connecting fuses 5 and 7, it worked. Now I pulled the in tank pump to check the hose from the pump to the sender pipe, mine has the flex hose and it looks fine. I am confused. Is the main pump going bad? Is the in-tank going bad? Am I missing something all together. I followed Art's procedure on cleanflametrap.com. Can someone help?
