Fuel Economy for an 850 turbo? 200 1987

I'm looking for a second Volvo for my wife to drive. Her Rover Disco II has been a great vehicle but we just can't live with the 15 MPG anymore. My 240 still gets mid 20's (and that's with 1/4 million miles on it). We have been looking for something smaller for her to drive around town that's a little better than mine and still fit 2 kids an a dog. I spotted an inexpensive 850 turbo for sale in good shape and the owner swears he get's really great gas mileage, but doesn't recall how much he gets. EPA website says 17 to 25. Is this accurate? Has anyone gotten any better with an automatic? Any tricks to improving mileage like lowering the boost? I really don't feel safe buying anything like a used Geo Metro, Kia or Escort (my sister-in-law was almost killed in her escort). Any ideas, or should I just keep looking.
